《殘疾人權利公約》在日本的實施:無障礙與合理便利


據統計,日本約有960萬身心障礙人士,佔總人口7%;另有約3600萬人年齡在65歲以上。日本制定了專門的《消除身心障礙歧視法案(2014)》《高齡者、障礙者等便利移動促進法(2006)》,涉及建築、交通、信息等方面的無障礙標準,另有約38部法律與身心障礙人士相關。日本政府2014年批准了《殘疾人權利公約》,並為此成立了專門的身心障礙政策改革委員會。


在此背景下,本次講者將從《殘疾人權利公約》在日本國內實施的角度,討論如何通過立法、行政、司法以及公共教育途徑,促進無障礙環境建設;特別是結合日本的經驗,考慮相關立法如何體現公約原則,以包容多樣,促進融合。講者將進一步探索,社會組織如何扎根本土,聯絡社群,代表有不同需求的社會成員,發出聲音,參與討論,影響決策,逐步實現包容平等。

Convention on the Rights of Persons with Disabilities and Japan: Accessibility and Reasonable Accommodation


There are approximately 9.6 million people live with a disability in Japan, accounting for 7% of the total population. Moreover, there are 36 million people are over 65 years old. To address the needs of these population, Japan has enacted special laws such as "Disability Discrimination Elimination Act (2014)" and "The Law for Promoting Easy Mobility and Accessibility for the Aged and Disabled (2006)", which provide barrier-free standards in construction, transportation, information, and other areas. Additionally, Japan has about 38 other laws and regulations related to people with disabilities. The Japanese government ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2014, and established a special disability policy reform committee.


Against this background, the speaker will discuss how to promote the construction of a barrier-free environment through legislation, administration, judiciary, and public education from the perspective of the domestic implementation of the CRPD, and how relevant legislations in Japan embody the principles of the CRPD to accommodate diversity and promote inclusiveness. Further, the speaker will explore how social organizations take root in local communities, represent members of society with different needs, participate in discussions, influence decision-making, and take steps to achieve inclusiveness and equality.
