After the Nth Room: South Korea’s Legal, Policy, and Institutional Responses to Technology-facilitated Abuse


摘要:

2020年,韓國「N號房」和「博士房」事件揭示了技術助長型暴力(Technology-facilitated Abuse)的嚴重程度與複雜性,包括影像性暴力、脅迫,以及通過加密平台傳播性剝削內容。公眾的憤慨與持續的女性主義行動推動了法律與執行機制的快速變革,包括加強懲治技術助長型暴力的刑事法規、提升警方的調查權限,以及擴大倖存者支持機構的職能範圍。

本講座中,Sungshin Bae將剖析技術助長型暴力的危害如何植根於數字飽和、平台依賴及性別化監控等更廣泛的社會環境。她還將討論韓國民間社會如何在推動立法改革中發揮關鍵作用,並將此類傷害重新界定為結構性、系統性問題。講座亦將為面臨類似挑戰的司法轄區——如中國近期的「MaskPark」事件——提供有關有效立法、平台問責以及幸存者為中心的應對策略的借鑒。


Abstract:

In 2020, South Korea’s “Nth Room” and “Doctor’s Room” Telegram networks exposed the scale and complexity of technology-facilitated abuse (TFA), including image-based sexual abuse, coercion, and the circulation of sexually exploitative materials through encrypted platforms. Public outrage and sustained feminist activism led to rapid legal and institutional reforms: strengthened criminal statutes addressing technology-facilitated exploitation, enhanced investigative powers for police, and expanded mandates for victim-survivors support organisations.

In this webinar, Sungshin Bae will examine how the harms associated with technology-facilitated abuse are embedded within broader conditions of digital saturation, platform dependency, and gendered surveillance practices. She will also discuss how South Korean civil society played a critical role in driving legislative reforms and reframing these harms as structural and systemic problems, rather than isolated incidents. The webinar will offer insights for jurisdictions facing similar challenges—such as China’s recent “MaskPark” case—on effective legislation, platform accountability, and survivor-centred responses.


講者簡介:

Sungshin(Luna)Bae 是澳大利亞蒙納士大學犯罪學及性別與家庭暴力預防中心博士候選人。過去十年,她在韓國最高檢察廳及首爾市政府擔任性別平等事務專家。研究聚焦親密關係中的數字監控與脅迫控制,重點探討人工智能及平台基礎設施等新興技術如何催生新型監控手段與依賴關係。


Speaker’s Bio:

Sungshin (Luna) Bae is a PhD candidate in Criminology at Monash University and at the Monash Gender and Family Violence Prevention Centre. For ten years, she worked as a gender equity specialist at the Supreme Prosecutors’ Office and the Seoul Metropolitan Government of the Republic of Korea. Her research explores digital surveillance and coercive control in intimate relationships, including how emerging technologies like AI and platform infrastructures enable new forms of monitoring and dependency.
